EU PPWR is not something a buyer should solve by requesting a generic “PPWR certificate” from a supplier. Regulation (EU) 2025/40 entered into force on February 11, 2025 and generally applies from August 12, 2026. It covers packaging and packaging waste regardless of material or origin. For an outdoor toy, garden game or camping product, the practical starting point is a product-specific packaging BOM, material and weight data, packaging drawings, label information and a document list agreed with the responsible EU economic operator.

For products such as wooden garden games, the BOM should separate the wooden product itself from the color box, protective film, plastic bag, paper insert, tape, master carton and pallet materials. Do not assume that a “paper box” is automatically recyclable if it contains unverified laminates, coatings or attached plastic parts.

  2. Packaging specification sheet: dimensions, drawings or photos, closure method, inner protection and transport packaging.

  4. Label and artwork data: material identification, disposal wording, barcode, country-language requirements and the space reserved for buyer or EPR information.
  5. Traceability and change record: approved version, supplier, date, sample reference and notice process if packaging material changes.

These files do not automatically prove complete PPWR compliance. They give the responsible economic operator a usable evidence pack for the next assessment step.

Harmonised PPWR labelling requirements are phased and may depend on implementing measures. Buyers should confirm the applicable label format and timing before final artwork approval.

Packaging design questions for Amazon and retail buyers

Online sellers should compare packed dimensions, gross weight, corner protection and empty space before approving a carton. The PPWR includes requirements related to excessive packaging and empty space, with detailed implementation methods developing over time. A carton that is oversized for freight, storage and consumer handling can create both cost and compliance questions.

Retail buyers should review shelf presentation together with material separation. Ask whether labels, windows, coatings, tapes and inserts can be identified in the BOM. If a sustainability claim is printed on the box, the buyer should keep evidence for the claim and confirm that the wording does not imply a property the packaging cannot demonstrate.

What is the first document to request from a supplier?

Start with a packaging BOM that lists every packaging level, component, material, weight and construction detail. Then add drawings, artwork, test evidence and labels to the same project file.

Does a CE or REACH document prove PPWR compliance?

No. CE and REACH-related documents address different legal or material questions. They may form part of a wider compliance file, but they do not replace the PPWR packaging assessment.
